July 30th marked the 50th anniversary of Medicare and Medicaid, health insurance programs that provide coverage to nearly 1.2 million Wisconsinites. By providing coverage options for the elderly, blind, disabled, children and low-income residents since 1965, Medicaid and Medicare programs have contributed to a decline in the uninsured rate. With the full implementation of the Affordable Care Act (ACA) in 2014, consumers also have access to additional coverage options through the Health Insurance Marketplace at .
Studies suggest that 10 to 12 percent of the population remains uninsured, down from 25 percent in the 1960s, due to the combined availability of Medicaid, Medicare and ACA coverage. Uninsured eligible individuals can enroll in Medicaid at any point throughout the year, but those enrolling through Medicare or the Health Insurance Marketplace must do so during designated Open Enrollment periods, unless they experience a qualifying life event that allows them to enroll then.
